The integration of web services into a cohesive business process may be achieved via the use of the Business Process Execution Language (BPEL). This paper provides instructions on how residents may optimise the use of BPEL when they submit an application for a new water connection. In order to have worldwide compatibility across online services it is necessary to have protocols. Non-repudiation becomes a significant security concern when one of the parties involved in a business transaction denies any involvement in the arrangement. When a person applies for a new water connection many servers participate in transactions with each other. This study presents a secure approach for managing these interactions. The secure protocol (SP) is used to guarantee the security of e-governance applications.
