AN ANALYSIS OF FACTORS AFFECTING WOMEN’S PARTICIPATION IN MGNREGS

Abstract
The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) has been a significant initiative in promoting social inclusion livelihood security and women’s empowerment in rural India. Since its inception the scheme has provided wage employment to rural households with a notable focus on increasing women’s participation. Post-2021 studies reveal that women’s participation in MGNREGS continues to be influenced by a range of socio-economic cultural institutional and policy-related factors. This research examines the determinants affecting women’s participation including household responsibilities access to information wage adequacy social norms skill levels worksite safety childcare provisions and administrative efficiency. Using a synthesis of post-2021 academic literature government reports field surveys and case studies the study identifies the barriers that hinder women’s effective engagement in MGNREGS and highlights strategies to enhance their participation. Findings indicate that constraints such as gendered household responsibilities inadequate childcare facilities limited awareness of entitlements delayed wage payments and socio-cultural norms significantly influence women’s participation levels. The research also explores policy interventions technological innovations and institutional reforms that can facilitate higher female engagement in the scheme. Recommendations focus on improving access to information ensuring timely wage disbursement enhancing worksite amenities integrating skill development promoting gender-sensitive policy measures and strengthening monitoring mechanisms. The study contributes to the understanding of gender dynamics in rural employment schemes and provides actionable insights for policymakers program administrators and development practitioners aiming to increase women’s participation and empowerment under MGNREGS.
