Community Participation and Sustainable Governance: Reimagining Local Democracy Social Accountability and Inclusive Development in India

Community participation is increasingly recognised as a fundamental condition for strengthening democratic governance social accountability and inclusive development in India. Although constitutional decentralisation through the 73rd Amendment created an institutional framework for local self-government meaningful participation at the grassroots remains uneven. This study examines the relationship between community participation and sustainable governance with particular attention to Gram Sabhas Panchayati Raj Institutions social audits participatory planning women’s participation marginalised communities and digital governance. Drawing upon secondary literature government reports policy documents and institutional evidence the study argues that local democracy becomes meaningful when citizens move beyond being beneficiaries of development programmes and become active participants in identifying needs planning interventions monitoring implementation and evaluating outcomes. The analysis finds that participatory governance can strengthen transparency accountability responsiveness and social inclusion but barriers such as elite capture low participation gender inequality limited awareness administrative constraints and digital exclusion continue to restrict its effectiveness. The study concludes that sustainable local governance requires institutionalised participation accessible information stronger social accountability mechanisms inclusive Gram Sabhas capacity building and appropriate use of digital technologies.
