GENDER MAINSTREAMING IN THE GRAMME PANCHAYAT DEVELOPMENT PLAN

Abstract
Gender mainstreaming in local governance represents a transformative approach aimed at integrating gender perspectives into policy planning and program implementation. In the context of Gram Panchayat Development Plans (GPDPs) which constitute the foundational planning instruments for rural development in India gender mainstreaming seeks to ensure that women and marginalized groups have equitable access to resources decision-making and benefits from local initiatives. Despite constitutional provisions and government schemes promoting women’s participation empirical evidence reveals persistent gender disparities in rural governance budget allocation and program outcomes. This research paper examines the processes strategies and outcomes of gender mainstreaming within GPDPs across selected regions focusing on how development plans incorporate gender-sensitive goals projects and monitoring frameworks. The study utilizes both qualitative and quantitative methodologies including content analysis of GPDP documents structured interviews with elected representatives and community members and participatory observations. By analyzing gender-specific budgeting participatory planning and project implementation this study identifies the challenges best practices and policy implications for strengthening inclusive governance. The findings aim to contribute to academic understanding and policy formulation offering actionable insights for local governments seeking to institutionalize gender mainstreaming in rural development planning.
