Social Perceptions of Artificial Intelligence in Public Services: Opportunities and Challenges for Developing Nations

Abstract
Artificial Intelligence (AI) has emerged as a transformative technology capable of reshaping public service delivery across developing nations. Governments increasingly employ AI-driven systems in healthcare education transportation governance social welfare taxation and public administration to improve efficiency transparency and decision-making processes. Despite its growing adoption public acceptance of AI remains influenced by social perceptions trust awareness digital literacy cultural attitudes and concerns regarding privacy employment displacement and algorithmic bias. Developing nations face unique opportunities in utilizing AI to address long-standing governance challenges while simultaneously confronting infrastructural limitations and socio-economic inequalities. This study examines the social perceptions surrounding AI implementation in public services focusing on both opportunities and challenges faced by developing countries. Through a review of existing literature and analysis of public attitudes the research highlights factors influencing AI acceptance and identifies policy measures necessary for responsible AI integration. The findings suggest that public trust ethical governance and digital inclusion are critical determinants of successful AI adoption in public services.
